PwC has agreed a partnership with Cybernetica, an Estonian company that specialises in the design and build of mission critical systems for governments and industries of national importance.
The deal is a first for PwC and Cybernetica, with PwC Middle East becoming the inaugural member firm within the global network to formally partner with the Tallinn-based company. “PwC is renowned and trusted in the Middle East and we’re delighted with this collaboration,” said Oliver Väärtnõu, the CEO of Cybernetica.

Founded in 1997 as a spin-off from Estonia’s Institute of Cybernetics, Cybernetica is an IT company that builds critical e-government systems, such as systems that facilitate voting for elections, customs at airports and ports, or data exchange across ministries and public agencies. Cybernetica also delivers critical systems to the (semi) private sector, such as radio communication solutions to maritime groups, or smart grid platforms for energy players.
Since its inception, Cybernetica has delivered its systems to clients in over 35 countries worldwide, including in the Middle East. Among others, the firm built and rolled-out a state-of-the-art port radio communication system at the port of Dubai (Jebel Ali) – the largest cargo port in the Middle East.
Having worked together on a number of joint projects in the region, Cybernetica and PwC have now formalised their relationship. Väärtnõu: “We already had a well-established collaboration between us. PwC is one of the largest consultancies in the region, and through this partnership we can now provide better value for our joint customers.”
For PwC, the alliance adds another international system integrator to its list of technology vendors and IT providers, at a time of “tremendous digitisation” in the region, said Waddah Salah, PwC’s Consulting Leader in the Middle East.
“The partnership with Cybernetica complements PwC’s digital and technology services portfolio, and will provide clients with access to Estonia’s experience in successfully leveraging best-in-class technologies across a range of areas including services digitisation, emerging technologies, blockchain, government services, data governance and standards,” he added.
